Indira Gandhi Rashtriya Uran Akademi — IGRUA — is India's flagship government flying academy, and it is also the single most misreported institute in Indian aviation education. Search for its fee and you'll be told ₹38 lakh, ₹40 lakh, ₹42 lakh or ₹45 lakh depending on which college-listing site you land on.
All of those are out of date. IGRUA's own published course fee for the Ab-initio to CPL programme is ₹55,00,000, and the real all-in cost of getting through the course is higher still.

Everything below is sourced from IGRUA's own website and its official 2026 admission advertisement, with the contradictions between them flagged rather than smoothed over.

IGRUA sits in Category B of the DGCA's official Flight Training Organisation rankings as of April 2026, having moved up from Category C in the October 2025 cycle. That's a meaningful improvement, but it's worth knowing that only one FTO in the country holds Category A — and it isn't IGRUA. IGRUA CPL Fees: The Real Number
The headline course fee is ₹55,00,000, payable in four quarterly instalments across the first year. But that figure alone will badly under-budget you. Here's what the official 2026 advertisement and the academy's course page actually require:

The commitment and confirmation deposits are not additional to the ₹55 lakh — they're adjusted against it. So the arithmetic for a general-category candidate looks roughly like this:
₹55 lakh training + ₹2–2.5 lakh equipment + ₹5.4–6.1 lakh boarding over 36 months ≈ ₹63–64 lakh to walk out with a CPL, IR and multi-engine endorsement. Add a type rating and you're at ₹80–83 lakh before you've flown a single revenue sector.
⚠️ On the ₹45 lakh figure you'll see everywhere: IGRUA's own Selection Procedure page still carries a line reading "Cost of the course is Rs. 45 lakhs." Its Approved Courses page, its Financial Assistance page, and its February 2026 admission advertisement all state ₹55,00,000. The ₹55 lakh figure is the current one — the stale line on one page is the likely origin of the ₹38–45 lakh numbers still circulating on college-listing sites. Always confirm against the live advertisement before you budget.
There's a second, smaller inconsistency worth knowing: the Approved Courses page lists hostel at ₹2,000/month plus mess at roughly ₹15,000/month (about ₹17,000 combined), while the advertisement and Selection Procedure page describe boarding and lodging as "approximately ₹15,000/month" all-in. Budget for the higher figure.

IGRUA Rate Card: Aircraft and Simulator Hire
For pilots who need hours, checks or endorsements rather than a full course, IGRUA publishes an hourly rate card. GST at 18% applies on top of these:

What the CPL Training Actually Covers
The ground syllabus runs to 465 hours, taught to ATPL standard even though the licence issued is a CPL:

On top of that: 20 hours on a single-engine Cockpit Procedure Trainer, 20 hours on the twin-engine simulator, and 200 hours of flying for CPL, IR and multi-engine rating as required by DGCA.
Cadets clear in-house examinations plus the DGCA papers, pass the Student Pilot Licence oral, then the FRTOL online test and viva, before moving to Pre-Flight Ground Training on type. IGRUA Admission Process and Entrance Exam
Admission runs on an annual cycle. The advertisement appears in Employment News and national newspapers, typically in February–April, with the written test in May and joining in July.
Here's how the 2026 cycle ran — use it as your template for timing, since the 2027 dates hadn't been advertised at the time of writing:

The three stages
Stage 1 — Online computer-based test. One paper covering General English, Mathematics, Physics, Reasoning and Current Affairs at 10+2 level. Objective questions only, no negative marking, two hours. Conducted through TCS at centres across India; you nominate three preferred centres in order.
Stage 2 — Interview / viva before an interview board.
Stage 3 — Pilot Aptitude / Psychometric Test. Only candidates who clear this qualify for final selection, and no category relaxation applies at this stage.
Final merit weighs your 10+2 marks in Physics, Maths and English alongside your written test score, English proficiency, interview and aptitude test result. Seats are then allotted on a first-come-first-served basis against payment of commitment money — so clearing the merit list is not the same as holding a seat.

Cut-off marks for SC/ST/EWS/OBC candidates are set 5% below the last General-category candidate's score. If reserved seats remain unfilled after that relaxation, they're offered to General candidates.
IGRUA Eligibility Criteria
This is where most aspirants get caught out, because the age ceiling is rarely reported.
Education
- General: 10+2 or equivalent with English, Mathematics and Physics, minimum 50% in each subject individually
- SC/ST/OBC (non-creamy layer)/EWS: minimum 45% in each subject individually
- Candidates awaiting Class 12 results may apply provisionally but must produce mark sheets before the interview
- Non-CBSE/ICSE/state boards need an AIU equivalency certificate. Diploma holders need Applied Science, Maths and English certified as 10+2 equivalent

- Marital status: single / unmarried
- Minimum height: 5 feet 2 inches (158 cm)
- Medical: Class 2 medical certificate before joining; Class 1 medical fitness certificate must be submitted by selected candidates, and Class 1 is a prerequisite for CPL issue. Get the Class 1 done early — it is the most common point of failure
- A DGCA Computer Number is mandatory for CPL aspirants

Does IGRUA Offer Scholarships? The Honest Answer
No. IGRUA does not offer any scholarship, fee subsidy or fee relaxation.
Its Financial Assistance page states this without qualification: the fee charged is ₹55 lakh, and there is no subsidy or relaxation available to any candidate — including SC, ST, OBC, EWS, EBC and DNT. The same applies to the AME course.
What does exist is narrower, and worth knowing:
- Application fee waiver. SC and ST candidates pay no application fee for the CPL course, and no registration fee for AME.
- Travel reimbursement. SC and ST candidates are reimbursed second-class return rail fare from their registered address to Rae Bareli for the interview and aptitude test, on production of tickets.
- National Scholarship Portal. IGRUA directs SC/OBC/EBC/DNT candidates to the guidelines published at scholarships.gov.in. This is a central government portal, not an IGRUA scheme — IGRUA neither funds nor administers it.
- State government scholarships. For AME specifically, IGRUA notes that some state governments offer scholarships to reserved-category candidates of their own states. IGRUA's role is limited to forwarding your application; you approach your state government yourself.
- Bank loans. IGRUA has no tie-up with any bank. It will issue bonafide-trainee and fee-detail certificates to support your loan application, but you arrange the loan yourself. Given the ₹55 lakh figure, an education loan is how the overwhelming majority of cadets fund this — start those conversations before, not after, you clear the merit list.
So if you've seen claims about "100% scholarships at IGRUA," treat them as false. The government subsidy at IGRUA is baked into the fee being lower than comparable private training — not paid out as an award to individual students.
B.Sc. (Aviation) Degree Alongside CPL
CPL cadets at IGRUA can concurrently take a three-year B.Sc. (Aviation) degree — useful because a bare CPL is a licence, not a graduate qualification, and several airline and non-flying career routes ask for a degree.
The programme is 120 credits across six semesters, mixing Air Navigation, Radio Aids, Meteorology, Airframes/Engines/Theory of Flight and Air Regulation at basic and advanced levels, with simulator and flying training credited directly, plus three projects.
The fee, per IGRUA's published proposed structure:

That includes ₹3,60,000 tuition (₹60,000 per semester), examination fees, academic fees, medical insurance, and refundable caution deposits of ₹7,000. Female candidates pay ₹36,000 less across the programme.
⚠️ This programme is mid-transition — verify before you count on it. IGRUA's B.Sc. page states the degree is awarded by Ram Manohar Lohia Avadh University (RMLAU) with 40 seats and quotes ₹20,000 per year. But the same page carries a syllabus annexure headed Rajiv Gandhi National Aviation University (RGNAU), the 2026 advertisement states 120 seats are available under the aegis of RGNAU, and the attached fee structure PDF shows ₹4.47 lakh, not ₹60,000. Confirm the awarding university, seat count and current fee directly with IGRUA before making this part of your plan.
IGRUA AME Course
IGRUA also runs a DGCA-approved Aircraft Maintenance Engineering programme — a genuinely different career, not a pilot backup plan.

Books, uniform, food and accommodation are extra, charged on actuals.
Note the important limitation: the C of R is not the licence. You still have to complete Practical Maintenance Experience and pass the required B1.2 modules before you can apply for the AME licence itself. And because IGRUA is approved for B1.2 only, this route does not cover turbine aeroplanes (B1.1) or avionics (B2). Drone, ELP and Other Short Courses
DGCA-certified drone (RPAS) training runs with partner Drone Destination at government-approved sites in Gurugram, Bangalore, Gwalior, Bhopal, Kangra (Dharamshala), Coimbatore and Madurai. Course duration is five days. Prerequisites are Class 10 pass, minimum 18 years, Aadhaar plus a secondary ID, and a medical fitness certificate. Gurugram also runs the Small Rotorcraft Drone Instructor course. Fees are set and published by the training partner — confirm directly rather than relying on third-party listings.
Aviation English Language Proficiency (AELP) training and testing is offered for pilots as per DGCA requirements. Registration is via the Student Counsellor.
Refresher courses for Certified Flying Instructors and Pilot Instructors, and AFI/FI Rating (A) courses, are run on request rather than on a fixed calendar.
Placement: What IGRUA Actually Says
IGRUA's admission advertisement markets a "90%+ placement rate." Its own placement records page says something more careful, and you should read that page before you read the ad.
The page states plainly that IGRUA does not guarantee any placements — it guarantees good training, and placements are a function of market demand. It also notes the percentages below were "obtained from informal sources":

The most recent published band is 72%, not 90%. The 51% figure for the 1990s is a useful reminder that pilot hiring is cyclical, and that a licence obtained in a downturn can sit unused for a long time.
What IGRUA genuinely does have is reach: its alumni fly for Air India, IndiGo, Emirates and Singapore Airlines, and the academy has more than 5,000 alumni across 35+ years. That network matters. But no Indian flying school, government or private, can promise you a cockpit — and IGRUA, to its credit, doesn't claim to. If an airline job with a structured path is your priority, it's worth comparing this against a cadet pilot programme, where the airline is involved from day one.
Is IGRUA Worth It?
IGRUA makes sense if: you can clear a competitive national entrance, you want government-backed training with glass-cockpit aircraft and a well-regarded alumni network, and you're comparing against private FTOs charging similar or higher amounts with less oversight.
Look elsewhere if: you need to start training this quarter rather than waiting for the annual cycle, you're above the age ceiling, or you can't service an education loan of this size. The ₹12 lakh non-refundable confirmation deposit in particular means the cost of changing your mind mid-course is severe — understand that before you pay it.

- Watch igrua.gov.in and national newspapers from February onwards for the admission advertisement
- Click ENTRANCE on igrua.gov.in and complete the online application form
- Upload a recent passport-size photograph (plain white background, face from vertex to Adam's apple, both ears visible, taken in the current admission year), signature and ID proof
- Pay the application fee online — ₹15,000 for General/OBC/EWS, waived for SC/ST
- Save your application reference number
- Generate your DGCA Computer Number if you don't already hold one
- Download your admit card and carry it to the interview and aptitude test — it doubles as valid ID and must be kept until joining
Documents needed at interview (originals plus one photocopy each): proof of date of birth, 10+2 mark sheet with AIU equivalency if applicable, caste certificate, OBC non-creamy-layer certificate, EWS certificate attested by an officer not below Tehsildar rank, updated Aadhaar, and your admit card. Sports achievement certificates must be from the previous three years only.
